Dear members of the national and international scientific community,
Receive a warm greeting. We as students from the Nanoscience and Nanotechnology group (N&N) of IPICyT, through this communication, we wish to inform you about recent developments following the termination of the contracts of Doctors Mauricio and Humberto Terrones by IPICyT, which we believe are very relevant to the development of our graduate program and research in the named institution.
On the 7th of January 2010, at the request of Doctors David Rios Jara (Director of IPICyT), Marcial Bonilla (Academic Secretary) and Miguel Angel Vidal (Chief of the Division of Advanced Materials) a meeting was held with some students of N&N. During this meeting, our authorities expressed their displeasure concerning the letter previously sent (January 6, 2010) to the national and international scientific community and they asked to cease the dissemination of it, they also doubted that we were the authors of the letter and suggested that we signed it without knowing the contents of it, which is absolutely false.
At that meeting we requested information about the causes that led to the termination of the contracts of the Doctors Terrones. The information was denied and no one present at the meeting was willing to clearly disclose the reasons behind this decision. Later, trying to minimize the inconvenience to the graduate program and students caused by the termination of contracts of the Doctors Terrones, Dr. Rios was committed in an expeditious manner, to rehabilitate the laboratories of Nanostructures II and Nanostructured Polymers so that we could continue our research in secure conditions. These laboratories had been unusable since December 3, 2009, because of the furniture which was evacuated from “Heat Treatment” and “Mesoporous Materials” laboratories.
Moreover, at the Jan. 7th meeting the general director agreed that the next day he would plan the relocation of equipment and laboratory furniture evicted from "Heat Treatment" and "Mesoporous Materials". On January 8th, a group of students from N&N submitted a relocation proposal. The proposal prompted a visit from Dr. David Rios to the laboratories to personally direct the actions of relocation. During this visit, Dr. Rios decided that all furniture and laboratory equipment from the "Heat Treatment" laboratory should be returned to its original place, this is because he felt that the existing power facilities in this laboratory were special and appropriate, recognizing that the decision he had taken over a month ago to evacuate the lab had been a mistake.
This action reflects the lack of interest from the authorities of IPICyT to solve institutional problems in an intelligent and planned manner. This laboratory had recently been evacuated over a month ago under the orders of Dr. Rios following the determination of the "Space Usage Comision" (SUC) (which he created and Dr. Vidal was a member of it) decided the eviction of the laboratories. On another hand, he commented there was a lack of a communication channel between the N&N group and the IPICyT directive. Although on Thursday, November 26th of 2009, a letter was sent signed by both researchers and students from the N&N area, showing our concerns about the laboratory eviction decision, calling for urgent meeting with the purpose to know the reasons underlying this decision and to express our points of view, however, that meeting was denied.
Finally the Heat Treatment laboratory is being reinstalled, without considering the cost generated first by the removal and now by the rearrangement of furniture and equipment, due to a clear failure of the IPICyT directive, it is also clear that the commission (SUC), which ruled the release of the labs, lacked of sufficient knowledge or completely ignored the requirements necessary for the operation of the lab equipment that was there. With this action, it is undeniable the omission and the lack of interest on behalf of the directive regarding the needs of the N&N group. Dr. Rios simply excused himself by saying that he had no knowledge of the facilities that the equipment required.
On January 11th of 2010, at a meeting with Dr. Vidal it was suggested to us that we inform the national and international scientific community that the IPICyT authorities are responding some of our needs. We consider that this suggestion is outrageous, how can we write that? when they have left us without thesis advisors, and we have the impression that the access to laboratories and budget to conduct our research is determined for reasons that are beyond the academic. It is true that they have been available to "solve" our problems such as change of advisor, or the assignment of a N&N graduate program coordinator (occupied by Dr. Mauricio Terrones). However, the inconvenience caused to those who come to IPICyT with every intention to work in one of the most important groups of the country (and as of now we perceive that they want dismantle it) or who see that the research is truncated, remain without a logic solution. It is noteworthy to mention that we receive a constant invitation to avoid searching the IPICyT authorities as a group of students and instead they urge us to discuss our situation with them individually, which seems unnecessary and even intimidating.
During all this time we as students from N&N have seen how the academic environment has deteriorated strongly, we live a very stressful environment, unsuitable for good academic performance, we see uncertain our academic future. Not to mention fear of reprisals that could be taken as a consequence of our expressed opinions. Definitely, since the unjustified dismissal of the Doctores Terrones, the atmosphere of tranquility and warmth are important for our academic and research work has been deeply deteriorated.
We thank all the national and international scientific community who has supported us, we hope to keep them informed about the situation that we are now living in IPICyT.

Estimados miembros de la comunidad científica nacional e internacional,
Reciban un cordial saludo. Nosotros como estudiantes del grupo de Nanociencias y Nanotecnología (NyN) del IPICyT, deseamos, por este medio, informarles sobre los últimos acontecimientos ocurridos después de la rescisión de contrato de los Doctores Mauricio y Humberto Terrones por parte del IPICyT, que a nuestro parecer son muy relevantes para el desarrollo de nuestros cursos de posgrado y de la investigación realizada en dicha institución.
El día 07 de Enero de 2010, a petición de los Doctores David Ríos Jara (Director de IPICyT), Marcial Bonilla (Secretario Académico) y Miguel Angel Vidal (Jefe de la División de Materiales Avanzados) se realizó una reunión extraordinaria con algunos estudiantes de NyN. Durante esta junta, nuestras autoridades mostraron su disgusto por la carta anteriormente enviada (6 de Enero del 2010) a la comunidad científica nacional e internacional y pidieron cesar la difusión de la misma. Asimismo, dudaron que nosotros fuéramos los autores de la carta y sugirieron que la habíamos firmado sin saber el contenido de la misma, lo cual es absolutamente falso.
En aquella junta se pidió información sobre las causas que llevaron a la rescisión de los contratos de los Doctores Terrones. La información fue negada y ninguno de los presentes en la reunión se mostró dispuesto a dar a conocer motivos claros detrás de esta decisión. Posteriormente, tratando de minimizar los inconvenientes al posgrado y a los estudiantes causados por la rescisión de contrato de los Doctores Terrones, el Dr. Ríos se comprometió a que de manera expedita, los laboratorios de Nanoestructuras II y Polímeros Nanoestructurados se rehabilitarían para que nosotros pudiéramos continuar con nuestra investigación en condiciones seguras. Estos laboratorios habían quedado inutilizables desde el 3 de Diciembre de 2009 al almacenar el mobiliario que se desalojó de los laboratorios de “Tratamiento Térmico” y “Materiales Mesoporosos”, como se le hizo saber con aterioridad a la comunidad nacional e internacional.
Por otra parte, en aquella reunión del 7 de enero se acordó que al día siguiente se planearía la reubicación de equipo y mobiliario desalojado de los laboratorios de “Tratamiento Térmico” y “Materiales Mesoporosos”. El día 8 de enero se entregó una propuesta por parte del grupo de estudiantes de NyN. La propuesta motivó la visita del Dr. David Ríos a los laboratorios para dirigir personalmente las acciones de reubicación. En esta visita el Dr. Ríos determinó que todo el mobiliario y equipo del laboratorio de “Tratamiento Térmico” se regresaría a su lugar original; esto debido a que él consideró que las instalaciones eléctricas existentes en ese laboratorio eran especiales y adecuadas, reconociendo que la decisión de desalojar ese laboratorio, tomada un mes atrás, había sido un error.
Esta acción refleja la falta de interés por parte de las autoridades del IPICyT por resolver de manera inteligente y planeada los problemas del Instituto. Este laboratorio había sido desocupado hace poco más de un mes por órdenes del Dr. Ríos siguiendo la determinación de la “Comisión para el Diagnóstico del Uso de Espacios” (CDUE) (creada por él mismo y en la cual participaba el Dr. Vidal) que fue la que dictaminó el desalojo de los laboratorios. El director general añadió, justificándose, que no existía un canal de comunicación entre el grupo de NyN y la directiva del IPICyT lo que ocasionaba este tipo de problemas. Sin embargo, el día Jueves 26 de Noviembre de 2009 se envió un oficio firmado tanto por investigadores como estudiantes del área de NyN en donde se muestran nuestras inquietudes hacia la decisión de desalojo de laboratorios, pidiendo una reunión de carácter urgente con el propósito de conocer las razones que originaron tal decisión, y exponer nuestros puntos de vista; sin embargo, dicha reunión nos fue negada.
Finalmente el laboratorio de Tratamiento Térmico está siendo reinstalado, sin haber considerado el gasto generado primero por el desalojo y ahora por el reacomodo de mobiliario y equipo, debido a una clara omisión por parte de la directiva del IPICyT. Además, se dejó en evidencia que la comisión (CDUE), la cual dictaminó la liberación de los laboratorios, carecía del conocimiento suficiente o ignoró por completo los requerimientos necesarios para el funcionamiento de los equipos que ahí se encontraban. Con esta acción, es innegable la omisión y la falta de interés por parte de la directiva hacia las necesidades del grupo de NyN. Simplemente el Dr. Ríos se excusó diciendo que él no tenía conocimiento sobre las instalaciones que requerían los equipos. El día 11 de Enero de 2010, en una reunión con el Dr. Vidal se nos sugirió que informemos a la comunidad científica nacional e internacional que las autoridades del IPICyT están atendiendo algunas de nuestras necesidades. Esta sugerencia la consideramos vergonzosa pues, ?cómo escribir que nos han apoyado? cuando ellos nos dejaron sin asesores y nos han dejado la impresión de que el acceso a los laboratorios y a presupuesto para realizar nuestra investigación está determinado por motivos que están por encima de lo académico. Es cierto que han sido accesibles para “solucionar” problemas como el cambio de asesor, o la asignación de un coordinador del posgrado de NyN (cargo que ocupaba el Dr. Mauricio Terrones). Sin embargo, los inconvenientes causados a quienes venimos al IPICyT con toda la intención de trabajar en uno de los grupos más importantes del país (y que, según percibimos, ahora quieren desarticular) truncando nuestra investigación, permanecen sin una solución sensata. Cabe mencionar que se nos hace una constante invitación a evitar acudir con las autoridades del IPICyT a manera de grupo de estudiantes y en lugar de ello nos instan a discutir con ellos individualmente nuestra situación, lo cual nos parece es innecesario e incluso intimidante.
Durante todo este tiempo nosotros como estudiantes de NyN hemos visto cómo el ambiente laboral se ha degradado intensamente; vivimos un ambiente muy estresante, inadecuado para un buen rendimiento académico; vemos nuestro futuro académico incierto. Esto sin mencionar el temor a represalias que puedan ser tomadas por expresar nuestras opiniones. Definitivamente, desde el despido aún injustificado de los Dres. Terrones, el ambiente de tranquilidad y cordialidad, importante para nuestras labores académicas y de investigación, se deterioró profundamente. Agradecemos a toda la comunidad científica nacional e internacional que nos ha brindado su apoyo, esperamos poder mantenerlos informados sobre la situación que actualmente vivimos en el IPICyT.
