Dear members of the international scientific community,
We hope this letter finds you well, and we apologize for distracting you from your busy agenda. As students and candidates for joining the scientific community, we would like to express our concern regarding an embarrassing issue that is taking place in our institution from our viewpoint and interests. Many of us have seen and are participates of the group of Nanoscience and Nanotechnology (N&N) growth and achievements at the “Instituto Potosino de Investigacion Cientifica y Tecnologica” (IPICyT) in San Luis Potosi, Mexico, this group is under the leadership of Prof. Mauricio Terrones and Prof. Humberto Terrones, and we are proud to be a part of it. We have always been supported by the members of the group within a respectful and friendly environment that has been promoted by our group leaders.
Many of us have also been witnesses of the difficulties imposed to this Nanoscience and Nanotechnology group by the General Director of the Institute Dr. David Rios Jara and some members of the Advanced Materials Division. As students of this institute and of this group, we try not to be involved in the conflict situations as long as the academic performance and the research realized in the group is not affected.
In May 2008, Humberto Terrones was substituted by Haret Rosu as head of the advanced materials division. Some of us, who sign below as senior students, remember that by that time there was uncertainty on the way the equipment and the laboratories would be run. We expressed our concern to the academic deputy. During that time, some of us and other student colleagues were subject to intimidation and threatening by members of the advanced materials division that were against the N&N group. After the kind intercedence of the international scientific community, the threatening to students was ceased.
After that, some of us have faced administrative delays and troubles, particularly when related to the scholarship. Such troubles have always existed. However, there seems to be an unusual frequency in delays and troubles for the students that will join the N&N group. In addition, there has been a clear division between the members of the advanced materials division. Two groups emerged: the N&N group and the Materials Science (MS) group. In fact, last year, a new graduate program on Materials Science was created. This division has brought a tense atmosphere in the working place.
A few weeks ago, the General Director of the institute ordered the eviction of two laboratories: “Heat Treatment” and “Mesoporous Materials” within a period of five days. The argument for this decision was that these spaces were not sufficiently used, and that the activities carried out there could be achieved in other laboratories of the group. Apparently an evaluating commission assessed these laboratories, although they did not realize that many of the equipments needed special electrical facilities which were precisely located in these spaces. In the Heat Treatment lab there were high temperature furnaces, an arc discharge equipment and a field emission chamber along with the necessary electrical facilities. This equipment was used on a regular basis. In the Mesoporous Materials lab we were synthesizing carbon nanotubes that we have used for our research projects. Now, due to this eviction, all the lab equipment and furniture has been relocated and is not currently in use. This relocation of equipment has caused a space reduction in other laboratories, affecting our security and research.
We do not understand clearly why or how this decision was taken. In fact, the members of the N&N group, including the students, kindly asked the General Director for an appointment to learn how and why this decision was taken, to a respectfully discuss, and to find a solution. However, this appointment was denied. Also, we were noticed that the General Director considered inappropriate to involve students, despite we are the main users of these facilities.
On another hand, recently some members of the Advanced Materials Division sent an e-mail to the entire IPICyT and some other foreign institutes with some non academic comments suggesting the discredit of the group leaders of the N&N group. However, we completely disagree with this kind of statement with in the institution because it not only affects the members of the group but it also creates a conflict environment against our group.
Last Friday (December 20, 2009) we noticed that the names of Professors Humberto and Mauricio were no longer on the webpage of the institute (www.ipicyt.edu.mx, attached pdf) and their e-mail accounts seem to be canceled. We fear that this situation could result in an alteration in the operation of the group that could impact our research and academic formation. Now, on January 5th of 2010, Dr. David Rios Jara sent us an e-mail in which the entire Institution that Professors Humberto and Mauricio will not be working more in this Institution, stating that this is due to strong irregularities performed by them. This situation led us into a great conflict because we do not have a grad school coordinator nor thesis directors. As you may see, this problem, which started as a political and administrative conflict, has become an academic trouble that we are confronting. Moreover, the authorities have told us today to propose a new coordinator within a day, without warranty for him/her to perform as the new N&N grad school coordinator.
The majority of the students in the Nanoscience and Nanotechnology group are concerned about the future of the group, they all entered this graduate school because of the great quality of the research and facilities that is offered in this group and we think that certain political actions may have an effect on our academic formation.

Honorables miembros de la comunidad científica internacional,
Reciban un cordial saludo de parte de los estudiantes del grupo de Nanociencia y Nanotecnología (IPICyT) de antemano les agradeceríamos nos honraran leyendo el presente oficio de interés para la comunidad científica en virtud de la relevancia que el presente asunto implica en nuestra prestigiada Institución.
Es el caso que al ser miembros del Instituto que en líneas anteriores se ha mencionado y bajo la acción conjunta y liderada por los Prof. Mauricio Terrones y Prof. Humberto Terrones hemos sido participes de los continuos logros y crecimiento del grupo de Nanociencia y Nanotecnología (IPICyT) en la capital del Estado de San Luis Potosí, México, del cual nos sentimos verdaderamente orgullosos, esto se debe en gran parte al apoyo común y al gran ambiente de trabajo en el que prevalece el respeto y amistad por las personas que lo integramos.
Es de mencionar que bajo el liderazgo de Prof. Humberto Terrones, el cual terminaría en Mayo de 2008 al ser substituido como jefe de la división de materiales avanzados, los equipos y laboratorios que usaba el grupo de Nanociencia y Nanotecnología era administrado de una manera optima y eficiente entre los miembros de la Institución, sin embargo hace ya varios meses hemos presenciado en nuestra Institución ciertas anomalías en las que el grupo de Nanociencia y Nanotecnología se ha visto realmente afectado, entre los que cuentan problemas y retrasos administrativos ya en el área de becas, ya en el área de estudiantes de ingreso a nuestro grupo, esto aunado al hecho de ya no brindársenos el uso de dos laboratorios: “Tratamiento Térmico” y “Materiales Mesoporosos” del cual se nos pidió desalojarlo en un lapso de cinco días, de lo cual se argumentaba que dicha decisión se había tomado en base a que los espacios no eran usados lo suficiente y que dichas actividades que ya veníamos realizando se podían realizar en otros laboratorios del grupo, desconocemos por completo que Comisión se destino para evaluar dichos laboratorios en virtud de que se omitió el hecho de que varios equipos requieren de instalaciones eléctricas especiales mismas que se encuentran en estos espacios, tales como hornos de alta temperatura que se encontraban en el laboratorio de tratamiento, equipo para descarga de arco y una cámara de emisión de campo, dichas instalaciones optimas para su funcionamiento no se encuentran en el espacio que actualmente se designo. Así mismo en el laboratorio de materiales mesoporosos hemos llevado a cabo la síntesis de nanotubos de carbono que utilizamos para nuestra investigación y debido a lo expresado anteriormente ahora nos es imposible llevar a cabo eficientemente nuestras labores ya que el equipo y mobiliario fue relocalizado y por el momento se encuentra inutilizado. Esta relocalización de equipo ha causado una reducción del espacio de trabajo en otros laboratorios y ha afectado claramente la seguridad e investigación de nuestro grupo.
Debido a lo anterior los presentes miembros del grupo de Nanociencia y Nanotecnología solicitamos audiencia con el Director General de nuestro Instituto (IPICyT) con la intención de hacerle ver nuestras necesidades y peticiones para llegar a un posible acuerdo, dicha audiencia nos fue negada por razones que desconocemos.
Por otro lado, recientemente ha surgido una clara tensión entre algunos miembros de la División de Materiales Avanzados y el grupo de Nanociencia y Nanotecnología, la cual no tiene razón de ser en virtud de que somos una Institución que ha de buscar conseguir los fines con los que la misma se constituyo, por lo cual no pretendemos desprestigiarlos y a su vez no deseamos se desprestigie a nuestro grupo de Nanociencia y Nanotecnología. Ante todo optamos por la conciliación y el sano desarrollo de estos grupos hermanos para el óptimo funcionamiento de la Institución.
Es menester mencionar que el día viernes veinte de diciembre de dos mil nueve notamos la ausencia de los nombres de los profesores Humberto y Mauricio (ambos de apellido Terrones) en la página de internet del instituto (www.ipicyt.edu.mx, pdf anexo), añadiendo que sus cuentas de correo electrónico no se encuentran ya debidamente registradas. Tememos que esta situación puede resultar en una alteración del modo de operar del grupo, lo cual puede afectar nuestra investigación y formación académica. Ahora bien, el 5 de enero del 2010, el Dr. David Rios Jara nos envió un correo notificando a toda la Institución que los Profesores Humberto y Mauricio no trabajarán más en ésta Institución, argumentando que esto es debido a fuertes irregularidades realizadas por ellos. Esta situación trae un gran conflicto porque no tenemos un coordinador académico de posgrado ni directores de tesis. Como podrán ver, este problema, el cual empezó como un conflicto político y administrativo, esto se ha vuelto un problema académico que estamos enfrentando. Además, las autoridades nos pidieron el día de hoy proponer a un nuevo coordinador dentro de un día, sin una garantía de que el/ella sea nuevo coordinador académico del posgrado de N&N.
Todos los estudiantes del grupo de Nanociencia y Nanotecnología, nos encontramos preocupados por el futuro del grupo, los aquí listados ingresamos a este posgrado por la gran calidad de la investigación e instalaciones que ofrece este grupo y creemos que ciertas acciones políticas pueden afectar nuestra formación académica. No pretendemos en ninguna forma desacreditar a las autoridades de nuestra Institución, sino todo lo contrario, es nuestro deseo que alumnado, profesores y autoridades forjen un solo andar, una meta que nos ayude a coadyuvar en el desarrollo científico de nuestra Institución en el ámbito Nacional e Internacional.
